SOCCER TOURNAMENT
May 24-25, 2008

Tournament Rules

1. GENERAL FORMAT

This is United States Youth Soccer Association (USYSA) sanctioned tournament. All teams and players are required to be registered by the Oregon Youth Soccer Association (OYSA) or other state association/affiliate of USYSA and must have a completed roster to the tournament registrar demonstrating compliance before their first game. Each team will play four games; two Saturday, two Sunday. Teams are divided by age and gender into divisions and will play a round robin within a pool. No games shall end in a tie. In the event of a tie at the completion of regulation time, teams will proceed to a designated shoot out location to determine the winner following procedures described in Section 12. Teams will be ranked in their pool following pool play by points earned as described in Section 9. In divisions with only one pool this ranking will determine final standings, but in most cases this ranking will serve to define final round match ups between teams from different pools. Point ties in pool standings will be broken by the Tournament Tie Breaker format described in Section 10. Individual medals will be given to the first and second place teams in each division. Team plaques will be awarded to at least the first three places in each division.

2. SPORTSMANSHIP

Coaches and players are expected to display good sportsmanship. KIDSPORTS has a zero tolerance toward violence. Any player, coach, or fan involved in aggressive behavior will be removed from the tournament. Fighting will not be tolerated. Any player involved in fighting will be ejected from the tournament as well as reported to OYSA and USYSA, and, if appropriate, reported to the Springfield Police Department.

3. ROSTERS/TEAM FORMATION

Rosters: Every team must submit a complete roster of age eligible players prior to their first game. There is no maximum roster size. A team must have enough players on their roster to meet the OYSA/FIFA Law III. All teams MUST have current member passes of USYSA or other approved youth organization, and these passes will be reviewed at tournament check in prior to team’s first game. No players can be added to the roster once a team has begun their first game. USYSA out of state teams must submit their official travel papers.

Players: All players must be able to demonstrate their USYSA registration and must conform to the appropriate age requirements. No player can play on more than one team in the tournament.

Violation: Any team or player found in violation of the above rules will cause the team to forfeit any and all games in which a violation occurred.

4. EQUIPMENT

Shin guards are mandatory in all games and must be covered with socks. A player shall not wear anything that is dangerous to him or her self or another player.

FIFA rules will govern tournament game play with the following exceptions:

5. LENGTH OF GAMES

All games will consist of two 30 minute halves with a 5 minute half time.

6. SUBSTITUTION

Unlimited substitution may be made, with the consent of the referee, at any dead ball.

7. U - 10 TEAMS WILL PLAY 8-A-SIDE

U10 teams play with 8 players per side. The fields will not be less than 40 yards by 70 yards or more than 50 yards by 80 yards.

8. YELLOW AND RED CARDS

Any player receiving a yellow card must leave the game until the next available substitution. Any player receiving a red card must leave the game and will be ineligible to play in the next game. Any player receiving a red card for fighting will be disqualified for the remainder of the tournament.

TOURNAMENT SCORING

9. Scoring system for pool play to determine seeding/placement

Following each game in pool play teams will receive the following points:

Win 6 points

Shootout Win 4 points

Shootout Loss 2 points

Goals allowed 1 point if no goals allowed in regulation time

Goals 1 point per goal scored in regulation up to maximum of 3

Loss 0 points

Maximum points possible for a game is 10 (3-0 victory in regulation play for example)

Teams will be ranked or seeded at the completion of pool play based on their total points. Only the points from games with other teams in a pool will be counted to determine pool rankings/seedings.

For 9 and 10 team divisions there will be some seeding of teams from all pools as well as ranking within each pool. Points will determine which 2 nd place pool team is a Wild Card for the Championship bracket.

Points will also determine seeding for 3 rd and 4 th place pool teams for placement in the consolation games.

Point totals will determine final results for 5 team divisions where no championship game is played.

7 team divisions have one Pool with 4 teams that will utilize a different scoring system to determine seeding. Scoring will be 3 points for a Win, 1 point for both teams in a Tie, and 0 points for a Loss. No points will be added for goals or shut outs. Shootout results will be used in tie-breaker determinations.

10. Championship round placement when team point totals are tied at the end of pool play

Point total ties from pool play results will be broken utilizing the following criteria in order:

1. Head-to-Head results

2. Cumulative point differential (maximum of +/- 5 per game)

3. Least number of goals allowed

4. Shootout

11. Final Tournament Results

4 Team Divisions in single Pool

Following pool play, the top two seeds will play for the Championship. The next two seeds will play for 3rd place and 4th place.

5 Team Divisions in single Pool

Final standings including Champion, Second Place and Third place will be determined from point totals accumulated through pool play using the methods described above in Sections 9 & 10.

6 Team Divisions in two Pool s

The top seeds from each pool will play for the Championship.

The two 2nd seeds from each pool will play for 3rd place and 5th place.

The two 3rd seeds from each pool will play for 4th and 6th place.

Each team will play one game with a team not in their pool. This game will not count towards determining pool standings and final round pairings.

7 Team Divisions in 2 Pools

The top two seeds from each pool will advance to a championship round consisting of semifinals, Championship game, and 3 rd place game.

The third seed from Pool A and the third and fourth seeds from Pool B will advance to consolation round robin play on Sunday.

Normal tournament scoring will not apply to Pool B because the four teams do not play all other teams in the pool and any goals scored calculations would not be fair to final ranking.

Scoring for Pool B will be calculated as follows; Win = 3 points, Tie = 1 point, Loss = 0 points. Normal tournament tie breaker procedures will be applied if necessary to determine final pool ranking.

8 Team Divisions in 2 Pools

The top seeds from each pool will play for the Championship.

The two 2nd seeds from each pool will play for 3rd place and 5th place.

The two 3rd seeds from each pool will play for 4th and 6th place.

The two 4th seeds from each pool will play for the consolation

9 Team Divisions in 3 Pools

Three top ranked teams from each pool and a Wild Card (2 nd place team with the most points) will play in semifinal games. Placement of Wild Card will avoid playing teams from same bracket.

Winners will play in Championship game and losers will be in 3 rd Place game.

Two remaining 2 nd place teams and the two highest scoring 3 rd place teams will play in consolation semifinals. Placement will avoid teams from same pool playing. The 3 rd place team with lowest point total will be designated 9 th seed.

Consolation semifinal winners will play in 4 th Place game. 9 th seed and will play both of the consolation semifinal losers.

12 Team Divisions in 4 Pools

Four top ranked teams from each pool will play in semifinal games. Winners will play in Championship game and losers will be in 3 rd Place game.

Four Second ranked teams from each pool will play in consolation games with the winners advancing to a 4 th Place Game and the losers playing each other.

Four Third ranked teams from each pool will also play in consolation games with the winners advancing to play each other and the losers playing each other.

12. SHOOTOUTS

Procedure

All shootouts will occur as soon as possible at the designated shootout area at the game site (either high school or middle school) except Gateway field games where the shootout will occur on the field immediately following the game.

Any officially rostered player eligible for the game can participate in the shootout. Coach will present a list of their shooters in numerical order from 1 to 10. After the referee conducts the coin toss to determine which team shoots first, the referee will have the ten shooters from both teams come to the center of the field. The official will call for the first 5 shooters and they will alternate shots. If the score is tied after the first five, the second round consisting of the final five shooters will occur with a change in the team that shoots first. The winner will be determined by sudden death, in this case the first team with an advantage after each has taken a shot. If the score remains tied through the second round, the coach shall select another ten kickers including any or all from the original ten and the shootout will proceed in the sudden death format until a winner is determined.

Pool Play tie breaker

The final criteria, if necessary, to break a tie in pool play is a shootout. If the potential for a shootout exists the coach or team manager must meet at the tournament headquarters with the tournament director and arrange a mutually agreed upon time and place for the shootout.

Championship round ties

All championship round games ending in a tie require a shootout to determine the game winner and will proceed to a designated shootout area.

TRAINERS

Trainers will be on site for evaluation and care of injuries. Pre game taping for ankles and other minor injuries is not a provided service.

TOURNAMENT APPEAL COMMITTEE

If a coach believes that a tournament rule has been violated, they may appeal to the Tournament Director at Thurston High School. The appeal will be reviewed and a determination made by a Tournament Committee. All decisions of the Committee will be final. The committee will not review the calls or decisions of the game referees.

REFUND POLICY

Full refunds will be made if notification is received by May 2, 2008. Consideration of any full or partial refunds after May 2, 2008 will be at the discretion of the Tournament Director and the KIDSPORTS Soccer Club Board of Directors.
